How do we establish a business relationship?

I'm trying to locate a person to speak with by phone about establishing a business relationship for our data-only iDen service. I completed a request form months ago and never received a contact back. Is there an alternate process I need to know about or a contact phone that you might be able to provide? We are located in Michigan.
